Copy the dll in the FMS folder ONLY. No need to corrupt Windows.

I loaded the latest software version of FMS on my computer with Vista Home Premium service pack 1, and in order to get it to work I had to do the .dll thing, and I put it in the sytem32 folder and the FMS folder as well, but also had to do what another member on here recommended to trick the software into thinking there is a com port (if your computer only has usb). I was getting a Ecomport error when I would try to run the software and his instructions did the trick. When I first tried to install it, every error that I got I searched for on this forum and found a solution.
