Tx not responding in FMS

Well, I've spent the last 2 hours searching and trying different things but I'm not having much luck. Here is what I have:

Tower Hobbies System 3000 Tx, 4 channel
Parallel cable
Win 98
FMS 2.0 Alpha 8.5
directx7

The parallel port in the bios is set to ecp.

I had an older verizon of FMS and this Tx and cable worked fine but I reloaded the operating system and upgraded the verizon of FMS and now it doesn't work.

Should I try ppjoy? I'm assuming I don't need ppjoy since the os is win 98.
