Interfacing The Tower Hobbies 4TH Transmitter - No response Thru FMS Manual Circuit

I have installed FMS on my computer, which is running Windows 98. The program runs with input from the keyboard, but does not respond to input from my transmitter as interfaced thru the circuit shown in the FMS manual. I understand that pin 9 on the serial connector carries the signal , and that voltage levels of minus 4 and plus 6 volts on this pin are acceptable. I am sure that the serial has been properly selected and set up. Has anyone sucessfully operated FMS with the Tower Hobbies 4TH?
