ESKY EI204A Bouncing Bars

I am using a ESKY EI204A 4Channel transmitter that has a serial cable and is sold strictly for the FMS simulator.
I am using Windows XP Home with SP2 on a desktop that has a Pentium 4 2.4 GHZ, 1.5 GHZ of RAM, 64mb video, 80 gig HD
I am using FMS 2.0 Alpha 8.3

When I try and calibrate the controller the bars just bounce all over the place.

I did try the setup on a different computer running Windows XP Home SP2, a 1.4 ghz processor, 512mb RAM, 64mb video, 60 gig HD and FMS 2.0 Alpha 8.3 and it works fine.

What could be causing the problem on the other computer? I tried using PPJoy and set it up as instructed with the same results at calibration. I have used several different pieces of hardware on the same serial ports without any problems just to make sure my serial ports were`nt the problem.
