rudder control inoperative

I have a new Dynam usb simulator controller - looks and works like any other rc radio tx immulator. All controls work fine except for the rudder (left stick). If I go to the Windows control panel, select game controllers, it sees the tx as a ppm device, and all axis' of the controls show that is transmitting properly - including the two on the left stick.

Now when connected to FMS the rudder is totally inoperative. Kind of hard to do a knife edge or spin or anything else requiring the rudder.

Anyone have suggestions?
