Please give all info you have about your cable. Which PC port is it connected to ? (parallel, serial, usb, audio ).

As it is connected to USB, the chance is great that it appears as a joystick.
Look in Windows configuration panel if it is recognized, find 'game options, and do a calibration and a test.
If it is not a generic joystick, you may need to find a driver.
If necessary, use to double check the good working (select joystick 1 or 2 in the menu and press 'Joystick' button in the application.
Under FMS configure and calibrate as joystick.
