FMS fine..EVERYTHING else Slow - Help

I have installed FMS ..uninstalled it...reformatted my hard drive and tried it again to make sure I am not losing my mind...
FMS works fine..no problems at all, but EVERYTHING else (that includes typing this post) will run fine for about 7 seconds..pause for a few seconds then run fine for 7 seconds and pause again. After deleting FMS problem will remain until I format C:. Everything works fine until I install and RUN FMS..then everthing slows down,(exept FMS which runs fine) I am running windows 98, an intel p3 600 mhz,128 meg ram,ATI rage video card with 32 meg ram. I cannot figure this one out
