Yes, that is correct. You open the Par-file from FMS but you also need a .X-file with the same name as the Par-file - Like this:
Aircraftname.x
Aircarftname.par
Aircraftname.wav (if you have a custom sound file)
Those are the basics... If you have made a texture for the plane it will be called Aircraftname.bmp and if you have a preview picture it will be named Aircraftname_prv.jpg.
