FMS on Windows 2000 - some questions

I've recently received a problem report from a SmartPropoPlus user on Windows 2000. Since I don't have access to this platform, I'd your help people.
Questions:
1. Can FMS use joystick on Windows 2000?
2. Anyone managed to use SmartPropoPlus on Windows 2000?
3. Does FMS contact the joystick differently that XP?
4. Any idea why winmm.dll on this platform has a NONAME function interface?
