scenario's - a game in severel levels would really be

Yesterday I read a tutorial about making your own scenery's. I fantasized about scenery's like the Concorde Square in Paris, Picadelly Square in Londen and the White House in Washington. I would place a lot actors and objects in these landscapes, which allow the player to get feedback (noises)when you pass them or to gain points which allow you to go to the next scenery (with different plane and scenario). Other topics could be places in Europe, The history of aviation, a 4 club tournament, etc... The problem is I don't know how to programme it myself.
