First calibrate the controller using Windows Control Panel. Usually it is called Game Controller or something like that.
If you can calibrate it there, it is working and FMS should work with it. Under an [Advanced] tab, you need to choose your controller if there is more than one on your computer. Otherwise, FMS will see the first one in the list which may not be the one you want.
Then in FMS, follow the calibration method for the [Controls] [Analog Control] [Joystick interface] and then click [Mapping/Calibation].
