Question from a newbie - PIC interface doubt

I have just finished mounting all the components of the PIC interface using a PIC12509A. But when I connected the interface to the serial port nothing happened. I don't have great knowledge about electronics, but the components are ok (I tested them). I have already constructed a parallel interface with success.

What I don't know how to do is to program the IC. How can I do this ? Is that possible without having to constuct another equipment ?
