i built a serial pic interface but it doesen't work at all, may be a radio fault?

There should not be any problem connecting to a Hitec Focus 4. You did not say which type of PIC circuit, but for the 12C50x and 16F84 they should all be almost the same.
Here are some things to look at:
- Did you use the correct radio connections?
- Did you program the PIC?
- Transistors correct (NPN on input, PNP on output)?
- Zener diode polarity correct?
