Game Controllers Can't get PC to see Hitec TX

I have the Hitec USB cord (PN 58318) and a Hitec Laser 4 transmitter. I can not get my Winows XP PC to see the TX at all. Any clues or hints? When I go to Control Panel => Game Controllers it sees "RC-Joystick", but if I go to Properties, there is absolutely no mivement if I try to calibrate anything. Apparently the PC does not see any change in signal with any stick movements. My Hitec TX has no battery pack. Is that why? Must it be powered, or does the USB port supply power?

HELP!! Thanks for any help.
