Chassis from an old Radio Transmitter ?

A Question only...
I hav an chassis from an old Radio Transmitter.
The elektic inside is broken becouse somebody need some electronic komponents

I want to use it only for FMS.

Is ist possible to built with some electronic the PPM signal for using with serial, usb or soundcard Interface on PC ?
