i downloaded it and it saved into my documents and theres no shortcut or in programs how do i get it runing

If it is in a zip file you need to extract the files then locate the Metaseq.exe file, If you left double click it Meta should start up.
If you right click it then sent it to desktop it will create a shortcut on your desktop then you can just click on that to open Meta.

To "extract" the Meta program files, you first need to located (search Google) and install an unzip utility like "WinZip" or "WinRAR".
