Error Message - "GetRawInputDeviceList" User32.dll

I am using Win2000 SP4
After re-installation fms.exe won't work and displays following Error Message:
"Einsprungpunkt nicht gefunden
Der Prozedureinsprungpunkt "GetRawInputDeviceList" wurde in der DLL "User32.dll" nicht gefunden".

"Can't find point of entry.
The procedure point of entry "GetRawInputDeviceList" was not found in "User32.dll"

Try to install the latest direct-x version , it sounds like a initializing problem there is no protocol between the
FMS and graphics card
