I designed my PIC (to PC serial COM) cable to take the power from the transmitter, not from the PC.
Control signals are not designed to provide power, and you avoid all problems of correct settings, powering the port on portables, aso.
and it works for 98,ME,2K,XP.
Only possible limitation, the PPM signal from the transmitter must be within TTL specs: low < 0.8V, high > 2.4V.
