In the case of the 747 the steerable nosewheel looks something like this:

0.7 //coeff. of fric. transverse direction

10 //Maximum Angle [deg]
You had the channel (1) correct but you left out how much the wheel would turn - In this case 10 degrees. Note: if it was a tailwheel, the value would be negative (-10 degees) othervise the plane would turn in the wrong direction.
